Looks almost like a soapbox racer, but from what I can see I think it’s some sort of pedal bike.

Definitely looks like it. Looks like the sign in the background may be an SAE sign. Also from what I recall from when I drove MSOE’s, it looks similar to the Eaton Proving Grounds where the competition takes place.
